The discrepancy appears between this Return, and the Treasurer's Quarterly Account which is unavoidable, in consequence of the system which has hitherto prevailed in this Colony, and which did not require from the heads of Departments that their accounts should be rendered, and all payments made, on or before the last day of each Quarter.
