In conclusion, I am directed to observe that your incapacity has, according to the united testimony of the Colony, been accompanied with insulting and improper behaviour to those who have come in contact with you in your official capacity, which alone would be a sufficient cause for your removal.

I have the honor to acknowledge the receipt of your letter, of the 15th instant, giving cover to one from Rear Admiral Sir Thomas Cochrane, and also to one from Captain Bourne, complaining of negligence in the conduct of my establishment, and of a want, on my part, of a spirit of accommodation, towards the Naval Force upon this station.

As a public Servant, I am aware that for every irregularity, whatever may have been the cause, I am reprehensible for its having occurred at all.
