My Lord,

Finding on my arrival here that no Commission under the Seal of the Colony had been drawn up for the Gentlemen who were delivered as Justices of the Peace, and that they had qualified themselves for the Office by taking an oath with purporting to give them jurisdiction in places within the dominions of the Emperor. I caused a Commission to be prepared in pursuance of Lord Aberdeen's Instructions in defining their powers to this Colony a new form of oath, of which I gave public notice, to be substituted which I hope Your Lordship will consider free from objection.
