Public Officers should report every matter coming within their knowledge, whether official or private, that may lead to the detection of any breach of duty, corruption, or other misconduct.
The duty is to report wither [whether] private correspondence or communication that affects the public interest has force or not.
The breach should be reported to the Governor unless the party charged with any such breach of confidence should be able to make an explanation which the Governor deems sufficient.
