As I find nothing in the Colonial Regulations relating to persons in Government employ corresponding with the newspapers and Public Press, it would be highly satisfactory to me to be furnished with some precise instructions on this head,

The Colonial Rules, concerning the reserve to be maintained by Government servants in their private correspondence with respect to all public measures, can I think have a view only to the chance of such private communication being published in Newspapers. Nothing
