Harbour this new of ending Your Excellency important subjet, I transmitted to you the 17th May a Monthly abstract of the shipping which entered the Harbour of Hongkong from April 1841 to December 1845 together with a Memorandum of the dues levied on shipping in other posts of the British Empire, and I had the honour of submitting to Your Excellency a proposition for the levy of Tonnage duty on shipping in this Colony. N.B. 307 the annual receipts of the Colony might be static ces as follows: Rent of five Markets £530, Fines and fees about £350, Land rents about £5,000, Total £5,880. By the levy of a Tonnage duty of 6d on above tons of shipping, about £1,2350 a year might probably be raised making total annual revenue of £7,150. The annual expenditure, showing a largely increase of Expenditure over revenue to the amount of £2,870. To provide funds for at least a portion of this large excess of expenditure, must be a desirable object. I venture therefore to submit to Your Excellency some remarks on the possibility of enabling the Colony to defray its Colonial expenses.
