I must be fully known to Your
Lordship that no steps whatever in regard to raising a Revenue by taxation were taken in this Colony previous to
my arrival. It then became my duty to commence this arduous task altogether de novo.
I have now the honor to inclose
A Report on the prospects of a Revenue at Hongkong by the Treasurer, Martin. Although I do not by any means entertain the same desponding views as to the future, it must however be confessed that the exigencies of an infant Colony, compared with its means of culture (like
