To His Excellency,
A communication No: 2
Enclosure, to His Excellency being,
reminding

of the former attack at thek chue, and recommending that a neighbouring island, called thung chow : which is strongly suspected of harbouring pirates, should be searched.- Stated that if His Excellency pleased, I should be happy to request the Rear Admiral to
detach
one of his vessels for the purpose of discovering the haunts of the Robbers.
While I rejoice that the attempt in question proved abortive, I am constrained to remark that a Chinese Police
can never be trusted in this Colony. If not actually collusive with their Countrymen, they have not the resolution to do their duty in case of Emergency,
and it therefore follows that either a European or a Sepoy Police,
or a mixture of both, will always be
necessary.
I have the honour to be
My Lord,
Your Most Obedient,
Humble Servant
