I have the honour to acknowledge the receipt

of your letter of the 17th instant, enclosing copy of the same date of Mr. Bates,

the Post Master to your application for the usual gratuity for the conveyance of the

Mails from Bombay in Her Majesty's

Steam vessel under

Command.

In reply, I am directed by His Excellency, the Governor in Council to say

that the Post Master's instructions seem

to justify him in declining to pay any

gratuity on the British mails. Should you,

however, feel disposed

to dispute his decision, His Excellency conceives that the proper
