Sir,

I have the honor to inform you that I yesterday sent an Officer to the Post Office for letters that I understood there for H. M. S. Dido. The amount of postage claimed on the same being £1 5s., and the Officer not having that sum with him, requested to be allowed to take such letters as belonged to the Officers (naming two) whose money he had at the time. This was refused in the most insulting manner, and he was informed that until the whole amount of postage was paid, no letters would be given.
