In reply to your letter N°52 dated: the 20th ultimo and to the accompanying copy of a letter addressed by Mr Strachan on behalf of Messrs Gemmell & Co to W Elinslie Esqre, and dated the 28th Ultimo. I beg to inform you that the statement by Mr Strachan, that two shillings were demanded for a parcel by a person, namely the Harbour Master's attendant, who received the letter bag from the Old Colony in England to be forwarded by their Office is, as far as I can ascertain, erroneous; and I have every reason to think, that that functionary too well knows his duties to have made such a demand.
To The Honorable T.M.A. Bruce,
Colonial Secretary
Hongkong.
