In reply to your letter of the 29th instant I beg to state that I have authority
to send any English Mails by way of Calcutta and Madras to Bombay to collect the Indian Postage, which would necessarily have to be prejudicial, to secure the transit of the mails by
overland dawk.
I have not received any Mail's by that route and therefore, should be the first to justify in proposing to send them
by it.
If however the Excellency the Governor will authorize
