The Government will open account with the Postmasters of the different Residencies and transmit to them the amount of Postage received. You will at the same time prepare proper Notification for His Excellency's approval, to be inserted in the Gazette: pointing out to the public, the arrangement that has been made, and the rate of Postage which must be prepaid.

for establishing a communication, either daily, or as often as you may deem it necessary, with Chefoo and Weihaiwei, and for making delivery once a day in the tour of Victoria: You will report what will be the expense of carrying these arrangements into effect, and what charge on letters will probably be sufficient to cover it.
