A Clerk is proposed per annum. In consequence of the Registry of Lands being conducted by this Department, it has been found necessary to have a Clerk of the Registry at £325 per annum. The Home Inspector has been found requisite at a salary of £325. A Draughtsman at £260 and a Clerk or Assistant to the Civil Engineer at £195. For these several inferior offices, I have to request Your Lordship's sanction, during the present backward state of the Colony, in which everything has to be commenced de novo.

In the Harbour Master's Department, Your Lordship anticipated some increase. The European Officers are three, according to the schedule, but a considerable charge arises from the necessity for Boats and Chinese Boatmen, as will appear from the Estimate of the ensuing year's Expenses. Your Lordship's prohibition against any Public Servant of this Colony engaging in any trade or other lucrative occupation, and against the receipt of any official perquisite or emolument except his salary, has been publicly announced. With the modifications contained in Your Lordship's separate and confidential Despatch of 4 Jan 1847, it is understood that no Civil Officer, except the Governor, will be provided with a residence.

No residence at present exists for the Governor of this Colony, beyond a detached ground floor of only three rooms, run up in the course of a few weeks for the reception of Keying, in the summer of 1843.
