I have already in Despatch No: 13 recommended the appointment of a Garrison Chaplain to relieve the Colonial Minister, and pointed out the great need of our appropriate place of worship for the Colonists. The Judicial Department has scarcely come into action, as the Chief Justice has only just arrived, and the Attorney General is still on his way. In the Police Court at Victoria, I found two additional Clerks at 156 and 130, in addition to the above by the schedule, and it would seem, that both are necessary. But, the heaviest charges of this Department arise from the body of European Police, which Sir Henry Pottinger found it necessary to establish by volunteers from the European troops, for the security of person and property.

The reasons submitted by his Excellency are already before Your Lordship, and it is my present intention to endeavour by a tax to defray a portion at least of the charge. In Despatch No: 3 I have already informed Your Lordship of the establishment of a Police at Chekiang, with a charge subject to approval. As for the Financial Department, the establishment is according to rule; but, it has been found necessary to provide a Clerk for the Auditor and Clerk of the Councils, on account of his discharging the double functions.

On the subject of Colonial Hospital Surgeon, I propose immediately to address Your Lordship. In the Land Office - Mr. Gordon, the Surveyor General proceeds home on half Salary, and Mr Cleverly will act during his absence, on the other half;
