I have appointed Mr Shelley, whom I was desired by Your Lordship to nominate to some suitable employment in this Colony, to fill the vacant office of Auditor and Clerk to the Legislative and Executive Councils, with a Salary of £1000 per annum according to the Schedule of Colonial Establishments.

My earliest attention has naturally been directed to the constitution of the Legislative and Executive Councils, and my object has been to secure the services of the fittest persons respectively for the several functions. I found on my arrival that the Major-General Commanding and the Chief Magistrate of Police constituted the only Members of Council besides the Governor, and that they acted in the double capacity of Legislative and Executive Councillors. Observing in the Lists of other Colonies that the Officer in Command of the Troops is always, and the Colonial Secretary generally, a Member of both Councils, I have made the following arrangement.
