Ba conclusive decision on this proposition until The actual expense incurred by Mr Sulme could be ascertained. But it is more peculiarly so in the present instance because Mr Sulme has already received, in consideration of the expense to which he would be put by proceeding by the Overland Route, an advance of full Salary from the date of his Embarkation. It would, therefore, be only under very special circumstance, that I should feel at liberty to entertain an application from Mr. Sulme for still further assistance towards the conveyance of himself and his family to his ultimate destination.
