I trust it will not appear to your
Lordship that I am unreasonable in
having forfeit half of my
predecessor's outfit allowance on

ground of only
a moiety of his allowance
attaching to me
in
my
diplomatic
& consular character, may, on analogous grounds, apply for the issue of a moiety of his Salary (of which he received the whole) from
the time of my Embarkation. My case might
otherwise seem to present the anomaly of a diminution of Emolument consequent on a
multiplication of functions.
