think that the Sunfleet in every respect the most unobjectionable would be
made would
be by a
moderate Tonnage duty on all vessels, British Flag
ore
as well as
entering the Waters of Hong Kong, without reference to the nature or value of their Cargoes.
On all these points however the Directors are satisfied that the general principles by which they would
wish you
to be guided, and leave the details
with Confidence to your prudence & discretion.
