Stongkang should not be made Lubsewient to the Arch of Ca trade in Opium with China, so long as that trade Continues to be prohibited by the Laws of the Chinese Empire.

In the view of Ansoor, it would not be consistent with that desire to furnish the unrestricted import & export of Opium from the Colony, that no immediate & direct advantages were derived to the Local trade from its transit. The Vetable, a subfine depot close to the Coast of China, effecting facilities for warehousing and surreptitious introduction, would greatly be complained of as an unfriendly action towards a nation with which we are anxious to maintain amicable Commercial relations.
