Feb. 14. 12 Public Works, and Crown Lands.
kne. Account of Disbursements of Land Department for Public Works from Janys to Jany 31/44. and Estimate of sums hereafter required therefor; also list of land sold by Public Auction on 22nd Jany/44 Delays his report on Public Works.
Most of the past expends. having been on account of the Military occupation of the Island during the War has been transferred to debit of Military Chest. Enquires what head of Public Accounts the Expendre for Public Works is to be placed under.
Gost. House Buildings belong to Supt. the Dept. suggests that application be made to Parliament for a Grant towards immediate & unavoidable Expences, and requests instructions as to what Functionaries are to have Residences provided for their.

Feb. 28 15 Controversy with Sir Thos Cochrane Naval Commsr in Chief as to Appropriation of Land for Naval and Military purposes.
Corresponde in contn. of Desp: 10/44.
Sir Thos. C. to direct Removal of Naval Stores and Coal Depôt from Middle Store, required as a Parade for Garrison and Infantry.
Cannot be held responsible for delay in laying out & building this part of Victoria. Messrs Jardine, Matheson & Co. for Location referred to by Sir Thos C. purchased & greatly improved at much expence & labor.
Doubts it's fitness for Naval & Military purposes.
March 16 Remonstrance & Messrs Jardine & others against leases recently granted by the Govt. as with power to Govt. of increasing the rent at fixed periods.
Encloses with reply. Land Claimants have so just ground of remonstrance & have been amply remunerated for their outlay.
Will forward an Estimate of expence of improvts by the land claimants, and state of those who have complied with conditions of their grants.
March 1 17. Ordinance No 1/44 60% yoy for defining law of Slavery in the Colony.
