Owners of the different locations the certainty of retaining possession subject to such augmented rates as the probable increased value of the Land will justly authorizes.
By offering this recommendation, I do not by any means, mean to retract my opinion, of the purchasers of Land being amply and speedily repaid for the outlay they may incur; but the extent of that outlay will certainly be influenced by the decision which Her Majesty's Government may be pleased to come to on this reference.
I hope Your Lordship will approve of the alteration I have suggested in the manner of valuing any land that it may be found necessary to resume.
It is improbable (as far as it can be foreseen) that that clause will be called into operation, but I now see strong objections to such an invidious power being vested in any Servants of the Crown, especially in so small a Colony as this must always be.
