Sam directed by His Excellency the Gov[ernor] to intimate to you that having had under consideration the question of Colonial Postage being charged on Newspapers, he has been pleased to take on himself the responsibility of directing that pending a reference to Her Majesty's Government no charge on that account shall be made at the Post Office of Hongkong either on Newspapers coming into or going out of the Colony.
A Notification to this effect will be issued for general information in the Government Gazette of tomorrow.
You will of course understand that this letter applies solely to the recently
