It has not been without regret that I have found mysforly compelled to addrifs to you comments this series of Enactinents at first niew seem to impugh the judgment of your Predecessor in the promulgation of them. I would, however, entirely disclasin such purpose.
Every allowance is due for the novelty and difficulty of the position in which he was placed, and for in point of the errors of Law, inevitably resulting from the absence of any Legal Adviser by whose kunoledge and skill he might have been guided in the discharge of his Legislative duties.
