As requested at my interview yesterday, beg to state for His Excellency's consideration my opinion relative to the liability to postage of letters marked and purporting to be on service between this Island and India &c., and also relating to the enforcement of the statute law prohibiting the transmission and reception of ship letters excepting through the Post Office.
My instructions are silent upon the subject of privilege from postage as to letters for persons excepting Richard Wornam, Esq., Private Secretary to His Excellency Sir Henry Pottinger, Bart, G.C.B.
