£300 per annum, which is to cover expenses, the difficulty, if not impossibility,

of establishing and conducting a Post Office according to the Instructions sent out to me is so apparent, that I fear the consequences of attempting it.

Under these circumstances I beg His Excellency's assistance and directions.

Pursuant to your request, at the interview you favored me with yesterday, I beg to forward the Instructions sent to The General Post Office for my guidance as Deputy Post Master here.

In reference to your letter of the 28th Instant to me, and in reference to the accompanying Instructions I may suggest, as most likely to effect the designs of those Instructions, that His Excellency, the Governor, do sanction my entering upon the present Post Office Establishment subject to what conditions His Excellency may think proper.
