years - regarding this Estimate I wish to observe that the time for preparing it
has been so short as to render it
impossible to have accurate drawings of the various buildings made, or to give the minute details of each subject, I have however made such rough sketches as enable me to give the results so near the
truth that they will probably not be
exceeded
in
any
instance, unless it should
hereafter be found necessary
to make
any
of the buildings larger than at present contemplated.
I have included an
Item of
5 per cent for contingencies, not only because my Estimate for completing the
roads and draining the valleys
can only
be considered as
approximate, but also
because some works not specified in the Estimate will probably be found
necessary,
such as making some public landing places, enlarging the
Government markets
