Under the instructions of Sir J. Davis to which I have already referred the provision thus proposed for Building houses for the Public Officers will of course not be necessary, and in respect to the other items as could not be given for them without specific Plans and Estimates for S. Pottinger with, no doubt, in compliance with the regulations explained in my despatch of 20th Oct 1848, have abstained from ordering any not of urgent necessity. In like manner you will not authorize any expenditure which is not required for the transaction of the public Business for securing health or for preventing Works and Buildings, already in progress until you shall have received the express sanction of
