In the absence of this Moncised explanation AmGodt have not of course attempted to come to a final decision of the on any of the items comprised in these returns. I have however submitted the letters to the Lords of the Treasury that their Lordships might consider to what fund each expenditure could most properly be charged but they informed me that without more specific information than is contained in Sir H Pottinger's despatch they are unable to form any Opinion on that point. If therefore, Sir H Pottinger has not already have done so, I have to request that you will furnish me with the most precise Explanation in your power of all the items in Mr. Gordon's returns.

With respect to the general nature of Expenditure, AmGodt adverting to the peculiar circumstances of Hong Kong do not see any reason to object to it - and although I perceive from your despatch of 6 Dec. "Cast No 23, it is not intended to furnish the public Officers, except the Governor, with residences at the public expense - yet as the expenditure for that service appears to have been only temporary A McGodt thought it unnecessary to advert further to it
