I have had the honor to receive,
and lay before His Excellency the Governm,
letter of the 4th Instant, replying to mine of the 13th Ultimo, and offering
Your opinions
as to the terms on
which the
Marine and Town Lots, hitherto granted,
sold, or about to be sold, should be
confirmed, to the Grantees and Purchasers.
In reply I am directed to communicate to you the following observations:
