The decisions
points adopted by Sir H. Pottinger appear to me on
the whole to have been
quite proper, and I have
accordingly to express my approval of them. I
have no doubt that Sir
H. Pottinger judged rightly Agreeing with the Board
of Officers, that it was better to make the annual rent
itself the subject of
competition, instead of
fixing the rent, and
having
a separate bonus;
and I only notice the point
Specially,
because Sir Henry
Pottinger expresses some
anxiety
to know that
his view of it meets with
My approval. It also appears to me that the Board
of Officers, whose labour Sir H. Pottinger
promised to bring to the notice of Government, discharged
their duties
in a clear and satisfactory
manner.
Adverting
now to the
discussion which has taken place in regard to
the period for which
the Lands have been
assigned upon lease,
instead of being granted
in fee
