Should Your Lordship object to the expense of this plan, They would suggest that four Inspectors,

two Sergeants,

or four

of Police should be sent out as soon as possible, and then the

present system of

acting

Soldiers

as Police men be allowed to continue until such time

as the Authorities at Hong Kong clearly state the means

they will have of supporting an efficient establishment.

I have been informed that in New South Wales, soldiers are

allowed to do duty during the time that their Regiments

are in the Country.

In laying the latter plan before Your Lordship, They have to say that I do not conceive it in

any way equal to Sir Henry's proposal, the only objection

to which appears to be its expensiveness.
