Previous to my leaving China, I received instructions from Sir Henry Pottinger, to lay before your Lordship, the necessity of some arrangement being made for the establishment of an effective Police, in the Colony of Hongkong.
At present that duty is carried on, by Soldiers, chosen from the Regiments quartered in the Island, but Sir Henry only looked on this, as a temporary arrangement; and considered.
