Papons that it is the intention of Goverment to
send out 12 Inspectors of Police and 13 men to Organize a Police force on the Island of Merry Hong. I buy leave to forward a précis of Testimonials and to solicit the Appointment & Support in that service. – Should your Lordships will later into consideration the long period I have served in the Public Service, namely 12 Years and without a break in the Colonial Service: 5 Years and 8 Months in the West-Indies, and 6 Years and 8 Months in the County Constabulary here - Perhaps I have not applied to the proper department, but as your Lordships is Secretary for the Colonial department, I thought you were the proper Person to apply to.
