variety of Colonies, should likewise be forwarded to Sir Henry Pottinger for his information, and for the adoption of its principles so far

as circumstances will admit.

With regard to the allusion in Sir Henry Pottinger's Despatch

of the 6th of April, to granting Land to the numerous applicants who have long been waiting for it, we

ought perhaps to mention that we presume such grants will only be made in conformity with the rules laid down in Mr. Stephen's letter to

Mr. Addington dated 16th January 1843, and

that we trust those

rules will be clearly understood

as fairly

prohibiting the alienation of any Land except for a substantial consideration,

either in the nature of

an absolute price or of a
