But could be taken of the branch of information connected with each Department, to conduct the whole business in a prompt and satisfactory manner.
One position in which this arrangement would have an undoubted superiority over that previously proposed is that when the Secretary is absent in attendance on the Chief Superintendent, or on any other occasion, his colleague in Office would always be ready to take his place without any derangement of the usual official routine, whereas according to the other fashion there would be two Secretaries, each at the head of a separate Department, and in case of the absence of either, his place must be temporarily supplied either by the Chief Clerk or by an officer belonging to a different Department.
Another advantage would be that the large and efficient Interpreting Establishment attached to the Superintendent Office would become available for both Departments as their services may be required.
My Lords suggest that Sir H. Pottinger should be instructed to furnish a special Report of his proceedings on this subject, and in case he should come to the conclusion that the business may be sufficiently well conducted in the manner suggested, he will state what saving he has found it practicable to effect as compared with the two establishments sanctioned for emigration of Labour to the West Indies.
