Pottinger's judgment and ability to promote the Public interests, and as this Government will have the assistance of Commissary General Coffin - an Officer of great experience in such affairs – this description. My Lords have no hesitation in giving the fullest discretionary power on the point authorized.
Adverting to the large Establishment which have been either absolutely or Provisionally sanctioned for conducting the Civil Government of Hong Kong and the duties connected with the superintendence of British Trade in China, My Lords think it right to suggest that Sir H. Pottinger should be instructed not to fill up any situation in the authorized schedules which may appear upon further consideration not to be absolutely necessary and to report at the expiration of a few months how far it appears from the result of actual experience that the Establishment which have been sanctioned are really required for the transaction of the Public Business,
and if any saving can be properly effected by the consolidation of offices hitherto in different departments, My Lords rely upon Sir H. Pottinger being careful to notice such saving.
