I have the honour to transmit, herewith, a Draft of a Commission for the erection of Hong Kong into a British Colony together with Drafts of Instructions proposed to be given to Sir Henry Pottinger, whom The Queen has been pleased to appoint to be Governor and Commander-in-Chief thereof;
and I have to request that
