I have the honor to forward, for the information of H. E. Major-General J. d'A. Campbell, Commanding the Troops, a Copy of a letter which I have this day addressed to the Hon'ble W. Caine and Captain C. Elliot, R.N., and the Hon'ble J. F. Davis and Captain W. Johnston, repeating my prohibition against any grants on any terms of lands on the island of Hongkong until I shall be honored with your Lordship's Instructions.
