will acquaint Lord Stanley,
that Sir Henry Pottinger in his late despatches expresses a strong opinion that it would neither be necessary nor desirable to exclude British Vessels
in Open from Hongkong Harbor,

its waters.
Sir Henry Pottinger states
this opinion to the Chinese Plenipotentiary
in a Memorandum dated the 8th July
and in that paper he
