add, that he hopes all the Barracks for the accommodation of the Troops here are in a fit state, as he understands that there are some to remain ... forward, although all permanent Works not required for the Military occupation of the Island are to be suspended, the Government have expressly desired that everything is to be done requisite for the health and comfort of the Troops, and His Excellency is quite prepared to incur the Expenses, which will be far less than keeping Transports for either Hospitals, Barracks, or Store Houses.
This letter will be communicated to Her Majesty's Government, His Lordship the Governor General of India, and His Excellency Lieutenant-General Sir Hugh Gough, G.C.B.
