are to be made on pretence; and, should any applications be made to you, you will be pleased to distinctly decline acquiescence with them, quoting the Notification I refer to as the reason for your refusal.
You will, however, feel yourself at full liberty to assign locations for any barracks, or other Public Buildings, which it is probable will be found necessary for the accommodation of the Troops, and the large and unexpected influx of European Women and children who have recently arrived from England, and who have, for the present, been comfortably settled in Houses which I have had it in my power to hire for them at less than a hundredth part of the Expense which it would have cost to keep them, to the detriment of their comfort and health.
You are fully informed of the Roads and Buildings which I have already sanctioned and contracted for, and which are now in progress of making and creating; and you are authorized to disburse, from time to time, the sums required for their completion on board Ship.
