the Lord Stanley himself would avail of the present opportunity to suggest to Lord Aberdeen, that some inconvenience and delay in giving effect to Consular Appointments in the Colonies would perhaps be avoided, if, as often as it may be necessary to ascertain whether it is Lord Stanley's opinion on the propriety of conferring any such appointment, the Official letter preferring that inquiry, should contain a statement whether the person recommended is or is not a resident in the Colony in which he is to officiate.
