exercise. Exigencies

necessary, as in the case of the

Superintendent being incapable of discharging the duties of that Office.

Under the 3? sections

of the accompanying Act

the Queen in Council

is

invested with a further Authority of originating

any

laws which

may

be thought necessary for

the good of

Her Majesty's

Subjects

in China

or in

the adjacent Seas. This

is a

power

which for

some

time

may

be indispensable in

aid

of your

authority,

and it has therefore been

conferred on

the Queen

in Council

which being

the general

effect of

the recent Act

of

Parliament,

and

in pursuance

of which

remains to be seen & should

advert to

those

questions which must

be expected to arise,
