Being of opinion that it is not within our mere power than to establish a Vessel at a distance of One hundred Miles from the Coast offshore, and to enforce the execution of laws and ordinances by such penalties and forfeitures as shall seem fit with the advice aforesaid, and that it shall also be lawful for Us by any such Commission aforesaid to impose upon the exercise of the before-mentioned Legislative Authority all such conditions and limitations as We shall see fit to prescribe.

Know Ye that by special grace and certain knowledge, We have granted, authorized, and do hereby grant and authorize the Superintendent of the said Island of Hong Kong (as long as the Superintendent shall be also the Governor of the said Island of Hong Kong) to make, with the advice of the Legislative Council of the said Island of Hong Kong, all such Laws and Ordinances as may from time to time be required for peace, order, and good government for Our Subjects being within the dominions of the Crown offshore, or being within not more than three hundred miles from the Coast offshore, and to enforce the execution of such laws and ordinances by such Penalties and forfeitures as the said Superintendent shall seem fit.

And We do hereby, in further exercise of the power and authority aforesaid, impose upon the exercise of the before-mentioned legislative authority all such conditions and limitations as We have seen fit to prescribe in the Instructions and Sign Manual accompanying this Our Commission.

In witness whereof We have caused the Great Seal of Our United Kingdom of Great Britain and Ireland to be affixed to these Presents, which We have signed with Our Royal Hand. Given at Our Court at Windsor Castle, the 26th day of August, in the year of Our Lord 1843, and in the seventh year of Our Reign.
