moment the Provisions of the Treaty, under
which Her Majesty's Forces occupy Cheeson, are carried into affect.
To prevent all future disputes or discussions on this point your Lordship will perhaps concur with me in thinking that it will be desirable for Major General Sir J. A. Schoedde to require a written agreement to the above effect from all persons to whom he may grant permission to build.

Government House, Hongkong April 6th 1843.
His Lordship has entrusted me, amongst other matters, to have the Island of Hongkong carefully surveyed and examined, not only with a view to clearly defining its general capabilities for future Colonization, but also with the object of ascertaining the best sites for Fortifications and Barracks, which are to be erected wherever necessary for its defence and security, and likewise for the purpose of having regular plans laid down for the present and future arrangement of streets, Squares &c.
