of receiving Fifty dollars per mensem (about £150 Sterling per annum) : but there are obvious objections to this system, I have hitherto had occasion to avail myself of it, and how that the period approaches when the foot of Hong Kong will be obliged to frame and promulgate Bye-laws and Regulations, and to carry on and record its proceedings and acts in a more detailed and formal manner than it has hitherto been either necessary or feasible to do, the means of Printing possessed by the above-named Paper would be (and will be for the present) totally inadequate to that duty, to say nothing of what will be required from the Chief Superintendent's department, connected with the Consulates, Trade, &c.

I therefore beg to recommend that His Lordship should at once send out the necessary Presses, and Personnel to conduct them; and, on their arrival, I would propose to establish a Foot Gazette on the principle that obtains at the different Presidencies in India as the Channel of all official communications that it shall seem expedient to have generally known.
It will be a question for consideration, and I beg respectfully to solicit the Command of His Lordship, whether the Conductor of the "Government Gazette", should be allowed to edit a newspaper, provided he finds that he and his establishment have leisure to devote to such a source of private profit.
