I have the honour to bring to your Lordship's notice my opinion that it is highly desirable that a Printing or Lithographic Press, or an establishment combining both, should be established in this Colony under the guidance and auspices of Government, at as early a period as possible.
One of the enclosures to my despatch (as Chief Superintendent) No. 20, of the 20th of April 1843, will have shewn your Lordship that I had made an agreement with the Proprietors of the newspaper called the "Friend of China and Hongkong Gazette" to print all Government Circulars, notifications, Advertisements, and Proclamations in that Paper and to furnish ten Copies of each issue, for official transmission to England and India, in consideration
