Registry office, obtain tickets for them and Enter into security for their good conduct and for the return of
the tickets on their leaving the island.
All persons leaving the island to return their tickets to the Registry office.

Point 4 Persons without a known means of
gaining their livelihood or
of
a
confirmed disreputable character are to be disqualified to be registered.
A fee of one Dollar annually should
be required from each person, for his
