our observation and the concurrent
opinions of all individuals with whom I have consulted on the subject satisfy
me that it is
it is highly advisable to Establish a registry office, and to
allow no
person to reside
on
the
Island who shall not be registered
in
such
office.
This arrangement may at first sight
appear to be likely to be attended with great trouble but it is obviously necessary to ensure the well being of the Island, and also what is even of itself a sufficient motive for undertaking it B.
